In August 2025, Chongqing Tongxun Electric Power Industry Co., Ltd. officially took on the EPC general contracting project of the 110kV substation for Phase IV of Parallel Technology’s Inner Mongolia New Computing Power Base. Located in Shengle Modern Service Agglomeration Area, Horinger New District, Hohhot, Inner Mongolia Autonomous Region, the project had a total construction period of only 231 days. A short timeline, heavy workload and harsh natural environment constituted the three core challenges at the initial stage of construction.
The local area sees extreme low temperatures ranging from -30℃ to -40℃ in winter, bringing great difficulties to construction on frozen soil, low-temperature commissioning of equipment and on-site logistics support. As the core power supply hub of the data center in the computing power base, the on-schedule energization of this substation directly determines the commissioning progress of the data center. Any delay would incur massive economic losses, leaving no room for setbacks in construction.
Faced with the arduous construction task, Tongxun Power quickly allocated resources and gave full play to its advantages in EPC project management. The company promptly formed an elite project team led by project representative Yang Yuande, who stationed at the construction site. A detailed construction organization plan was formulated together with refined daily construction schedules, and the management model of wall-map operation and node-based control was fully implemented. All participating staff united as one and carried forward the fine tradition of the power industry’s iron troop with perseverance. Rooted at the construction site in bitter cold, they worked continuously day and night to seize the valid construction window period. From site leveling and civil foundation works to electrical equipment installation and system joint commissioning and testing, the project team strictly controlled every working procedure and strived for perfection to guarantee the quality of construction works.
The whole project adhered to the principle of plan priority and process control. The project department compiled special construction schedules for divisional and subdivisional works, coordinated the procurement of equipment and materials in advance, and aligned resources of all participating parties to achieve seamless connection among all professional construction procedures. Targeting the characteristics of construction in frigid regions of Inner Mongolia, the project department worked out a special winter construction plan, and carried out protection measures for thermal insulation, anti-freezing and anti-slippage item by item to guard the bottom line of safe production under extreme weather.
In terms of quality management, the project department strictly implemented the three-level quality inspection system. The acceptance rate of divisional and subdivisional works reached 100%, and the project excellence rate exceeded 95%, ensuring the project met all requirements for live commissioning.
At the end of March 2026, with the successful closing of the last set of switches, the 110kV substation completed line energization and fully satisfied the 10kV power supply requirements of the data center. With solid technical strength and ironclad execution capacity, Tongxun Power successfully completed all construction tasks on schedule.
The successful delivery of the Inner Mongolia computing power base substation project fully demonstrates the strong comprehensive capability and reliable engineering quality of Chongqing Tongxun Electric Power Industry Co., Ltd. in the field of high-voltage substation EPC general contracting. It vividly interprets the corporate spirit of “Overcome Difficulties and Pursue Excellence”. The commissioning of the project further burnishes the engineering brand of Tongxun Power and lays a solid foundation for the company to continuously explore the northwest power construction market.
